Telecom Namibia and Angola’s GGPEN Partner on Angosat-2 Pilot to Bring Satellite Connectivity to Remote Communities
The agreement, signed in Luanda, Angola, marks a strategic collaboration aimed at expanding access to reliable and scalable digital services across Namibia and the broader Southern African region.
Telecom Namibia has taken a significant step towards advancing regional connectivity through the signing of a Pilot Commercial Agreement with Angola’s Gabinete de Gestão do Programa Espacial Nacional (GGPEN ) for the utilisation of the Angosat-2 satellite platform.
The agreement, signed in Luanda, Angola, marks a strategic collaboration aimed at expanding access to reliable and scalable digital services across Namibia and the broader Southern African region.
The ceremony was attended by the Honourable Mário Augusto da Silva Oliveira, Minister of Telecommunications, Information Technologies and Social Communication of the Republic of Angola, and the Honourable Emma Theofelus, Minister of Information and Communication Technology of the Republic of Namibia, alongside senior leadership from Telecom Namibia and GGPEN.
The Pilot Commercial Agreement formalises the transition from a successful Proof of Concept phase into a structured real-network trial of Angosat-2 satellite services. The pilot phase will enable Telecom Namibia to evaluate the platform’s technical performance, service capabilities, and commercial viability under operational conditions.
The two entities will work towards the commercial launch of Angosat-2 satellite services following the successful completion of the pilot phase.
With increasing demand for connectivity in remote and underserved areas, satellite-based solutions offer a critical complement to traditional terrestrial infrastructure such as fibre and wireless networks.

- Mining operations
- Schools and educational institutions
- Agricultural enterprises and farms
- Businesses and rural communities
The project is expected to support:
- Improved access to digital services in remote areas
- Enhanced network resilience through diversified infrastructure
- Expansion of connectivity across key economic sectors
- Scalable and flexible telecommunications solutions
The satellite solution, supported by infrastructure located in Angola and integrated with terrestrial fibre and submarine cable systems, demonstrates the value of cross-border collaboration in addressing connectivity challenges.
The initiative aligns with Telecom Namibia’s long-term strategy and Namibia’s national development priorities, while contributing to broader regional integration within the Southern African Development Community (SADC).
The Pilot Commercial Agreement represents a measured and strategic approach, allowing Telecom Namibia to validate the performance and sustainability of satellite-enabled services before progressing to long-term implementation.
