Uganda Begins Nationwide Enforcement Against Illegal Public Wi-Fi Services
In a public notice issued on Tuesday, July 7, 2026, the Commission said the move comes amid the rapid growth in internet access across Uganda, which has driven increased demand for affordable connectivity and encouraged the emergence of new internet service businesses.
The Uganda Communications Commission (UCC) has announced a nationwide enforcement campaign against illegal public Wi-Fi service providers as part of efforts to protect consumers, safeguard critical communications infrastructure, and ensure compliance with the country’s telecommunications regulations.
In a public notice issued on Tuesday, July 7, 2026, the Commission said the move comes amid the rapid growth in internet access across Uganda, which has driven increased demand for affordable connectivity and encouraged the emergence of new internet service businesses. While welcoming innovation and expansion, UCC stressed that all public internet providers must operate within the country’s legal and regulatory framework.
According to the Commission, investigations have revealed that a number of unlicensed operators have been installing telecommunications equipment to provide unauthorised public Wi-Fi hotspot services, in violation of the Uganda Communications Act. UCC warned that such illegal installations expose consumers to unreliable services, potential data privacy breaches, cybersecurity threats, and limited avenues for complaint resolution while also compromising the integrity of critical communications infrastructure.
The regulator emphasised that licensing extends beyond obtaining permission to operate. Licensed Internet Service Providers (ISPs) are required to meet strict quality standards, protect customer information, provide adequate customer support, and comply with cybersecurity regulations to ensure safe and reliable internet access.
UCC said it will work closely with licensed ISPs, telecommunications operators, and relevant government agencies to identify and take action against illegal public Wi-Fi providers. The enforcement exercise aims to ensure that all public internet services meet established standards of accountability, reliability, and consumer protection while fostering a secure digital environment.
The Commission urged individuals and businesses currently offering unlicensed public Wi-Fi services to regularise their operations immediately or cease providing the services altogether. It also encouraged consumers to obtain internet services only from licensed providers or their authorised agents. Users can verify whether a provider is licensed by consulting the official list of licensed ISPs on the UCC website.
Members of the public who encounter unauthorised public Wi-Fi services have been asked to report them through the Commission’s toll-free hotline, 0800 222 777.
