Zambia Revenue Authority Signs ICTD Deal to Advance Digital Tax Reforms
The partnership is expected to deepen cooperation between the two institutions as Zambia seeks to modernise its tax system and strengthen its ability to mobilise domestic revenue through evidence-based policymaking and data-driven tax administration.
The Zambia Revenue Authority (ZRA) has signed a Memorandum of Understanding (MoU) and a Non-Disclosure Agreement with the International Centre for Tax and Development (ICTD) in a move aimed at strengthening evidence-based tax administration and enhancing innovation through research.
Speaking during the signing ceremony, ZRA Commissioner General Dingani Banda said the partnership represents an important milestone in the authority’s efforts to build a fully data-driven tax administration capable of addressing the growing complexities of the digital economy. He noted that the collaboration will support the use of research and evidence to improve decision-making and strengthen tax administration.
Banda said the agreement is designed to foster innovation while enhancing the authority’s capacity to develop more effective tax policies and administrative practices based on reliable data and analysis. He added that transforming ZRA into a data-driven institution is critical to improving efficiency and responding to the evolving nature of digital economic activity.
International Centre for Tax and Development Executive Director Giulia Mascagni reaffirmed the organisation’s commitment to strengthening its partnership with the Zambia Revenue Authority. She said the collaboration will focus on research, capacity building and innovation initiatives that will enhance tax administration and support domestic resource mobilisation in Zambia.
