Saudi Arabia’s CST Releases AI Adoption Guide for Technology Companies

The guide aligns with the Saudi Council of Ministers' designation of 2026 as the Year of AI and is intended to help technology companies accelerate AI adoption, encourage innovative business models, and maximize the value of emerging digital technologies.

The Communications, Space and Technology Commission (CST)  has published a new Awareness Guide for AI Adoption in Technology Companies to support the responsible and effective integration of artificial intelligence across Saudi Arabia’s technology sector. The guide aligns with the Saudi Council of Ministers’ designation of 2026 as the Year of AI and is intended to help technology companies accelerate AI adoption, encourage innovative business models, and maximize the value of emerging digital technologies.

Designed for executive leaders, strategy teams, technology managers, product leaders, and decision-makers, the guide provides practical direction on embedding AI into internal business operations, customer-facing products and services, and AI-powered implementation models, including AI agents. It aims to help organizations translate AI strategies into operational initiatives that deliver measurable business outcomes.

The publication is structured around two key pillars. The first focuses on how AI can improve operational efficiency, productivity, and innovation within technology companies by enhancing internal administrative and business processes. The second explores how AI can be integrated into products and services, positioning artificial intelligence as a core capability that enhances customer value and competitiveness.

To support implementation, the guide introduces a practical AI adoption framework that begins with assessing organizational readiness across five critical dimensions: context readiness, data readiness, infrastructure readiness, skills and expertise readiness, and organizational culture readiness. This assessment enables organizations to identify suitable AI initiatives, prioritize implementation, and address capability gaps before deployment.

According to CST, the guide reflects the regulator’s commitment to supporting the continued development of Saudi Arabia’s technology sector as AI becomes a foundational technology influencing both business operations and the digital solutions delivered to the market. By promoting structured and responsible AI adoption, the commission aims to strengthen innovation, enhance industry competitiveness, and support the long-term growth of the Kingdom’s digital economy.
