Senegal Signs Deal to Launch Digital Equipment Assembly Complex in Diamniadio

A key component of the initiative is a planned digital equipment assembly complex in Diamniadio, which is scheduled to begin operations in December 2026. The facility is expected to support the local production of computers, smartphones and tablets.

Senegal has signed a memorandum of understanding with the World Investment and Business Council for Africa and Blue Cloud Softech Solutions as part of efforts to strengthen local digital manufacturing and advance the country’s digital sovereignty.

The agreement was signed on October 6, 2026, by Senegal’s Minister of Telecommunications and Digital Affairs, Samba Diouf. It forms part of the eighth phase of the New Deal Technologique strategy, known as “Senegal Digital Factory: From Idea to Product.”

A key component of the initiative is a planned digital equipment assembly complex in Diamniadio, which is scheduled to begin operations in December 2026. The facility is expected to support the local production of computers, smartphones and tablets.

Beyond manufacturing, the project will include technology transfer and training for young Senegalese, with the government positioning the initiative as part of its broader efforts to strengthen industrialisation, create local value and develop digital skills.
