ZICTA Names Collins Mbulo as Director General, Driving Zambia’s Digital Future

Collins Mbulo, a seasoned telecom expert, is appointed ZICTA Director General, set to drive Zambia’s digital transformation and ICT advancements.

The Board of the Zambia Information and Communications Technology Authority (ZICTA) has announced the appointment of Eng. Collins Mbulo as the Director General of ZICTA, effective January 22, 2025.

Eng. Mbulo brings with him over 17 years of experience in telecommunications and Information Technology (IT), having worked across various disciplines. He has led numerous Information and Communication Technology (ICT) initiatives and served as an expert for both private and public sector organizations in Zambia and internationally.

Eng. Mbulo joined ZICTA in 2008 as a Spectrum Planning and Licensing Engineer and has risen through the ranks to the position of Director Engineering and Technical Services, the position he held prior to his acting appointment as Director General in October 2024.

Throughout his career, Eng. Mbulo has led engineering teams experts at national, continental, and international levels, chairing several International Telecommunications Union (ITU) meetings and Study Groups. He has also served in leadership positions of experts within the ITU, which is a specialised agency of the United Nations responsible for matters related to ICTs.

Eng. Mbulo holds a Master of Law Degree in Information Technology and Telecommunications (LLMinIT&T) from the Open University of Tanzania and a Bachelor of Engineering in Electronics and Telecommunications from the University of Zambia. He is also certified in Security and Quality of Service in Internet Networks by the ITU.

He is a member of the Engineering Institution of Zambia (EIZ) with a valid practicing license from the Engineering Registration Board, as well as a member of the Institute of Directors (loD).

The Board is confident in Eng. Mbulo’s ability to lead the ZICTA Management team in advancing Zambia’s digital transformation agenda and believes his leadership will be key to achieving the vision of a ‘connected and inclusive digital Zambia.
