CST Opens Public Consultation on Global AI Hub Law to Attract Tech Investment

CST invites global input on AI Hub Law to boost investment, innovation, and data sovereignty, reinforcing Saudi Arabia’s digital leadership.

The Communications, Space, and Technology Commission (CST ) invites the public to submit their input on the Global AI Hub Law, which contributes to creating a legislative and regulatory environment that attracts quality investments in technology, with a special focus on data centers and artificial intelligence.

The law aims to endorse the Kingdom’s position as a global digital hub and influential leader in the global digital economy. It supports innovation, entrepreneurship, research, and development in advanced technologies across various digital solutions. Additionally, it enables the establishment of sovereign data centers that ensure service continuity and data sovereignty beyond boarders, while fostering investment in data and AI services to drive market growth, and support sustainable digital infrastructure.

It also includes three advanced models: “Private Center”, targeting various countries around the world to host their data and services in the Kingdom, while “Extended Center”, and “Virtual Center”, target major AI and Cloud Computing companies to host their worldwide costumers in the Kingdom according to levels of sovereignty and privileges suitable for their customers. The law aligns with relevant international treaty frameworks and principles.

CST urges government and private entities, investors, interested parties, and the general public from various countries to share their perspectives and suggestions., motivated by its commitment to achieving clarity, transparency, and involving all stakeholders and relevant parties. The feedback starts from April 14, 2025, until May 14, 2025, through: Public Consultation Platform  and inquiries can be directed to : AIHub@cst.gov.sa 

Saudi Arabia possesses a cutting-edge digital infrastructure that meets future needs, securing second place among G20 nations in the 2024 ICT Development Index released by the International Telecommunication Union (ITU), in addition to the rapid growth of it telecommunications and technology markets, which is the largest and fastest growing in the MENA region with a value of 166 B SAR in 2023, while being a global leading hub adopting and developing the latest technologies and international practices.
