Tanzania Unveils 3-Year Strategy to Drive Digital Inclusion and National Growth
Presenting the plan, TTCL Director General Moremi Marwa stated that the new strategy is designed to improve citizens' quality of life through reliable, modern, and inclusive digital communication services.

The Tanzania Telecommunications Corporation (TTCL) has officially presented its Three-Year Business Strategic Plan (2025/26 – 2027/28) to the management of the Ministry of Information, Communication, and Information Technology. The session was chaired by the Ministry’s Permanent Secretary, Mr. Mohammed Khamis Abdulla, and held at the government offices in Mtumba, Dodoma.
Presenting the plan, TTCL Director General Moremi Marwa stated that the new strategy is designed to improve citizens’ quality of life through reliable, modern, and inclusive digital communication services. It also aims to expand digital inclusion within Tanzania and across borders.
Marwa emphasized that TTCL’s goal is to become a self-sustaining, efficient, and modern institution capable of delivering long-term value—including generating dividends for the Government—as part of its contribution to national development.
The plan lays the foundation for significant transformation within TTCL, reflecting the corporation’s commitment to keeping pace with global developments in Information and Communication Technology (ICT). It prioritizes expanding access to affordable, high-quality, and inclusive communication services for all Tanzanians.
