ARCEP Chad Engages ITU to Advance Digital Transformation and ICT Development
This engagement underlines ARCEP Chad’s commitment to strengthening international partnerships, building technical capacity, and ensuring that Chad is well-positioned to harness ICTs for inclusive development and digital growth.
On the sidelines of the Global Symposium for Regulators (GSR-25) in Riyadh, Saudi Arabia, the Director General of the Electronic Communications and Postal Regulatory Authority (ARCEP Chad) , Mr. Haliki Choua Mahamat, held a strategic meeting with Dr. Cosmas Luckyson Zavazava, Director of the Telecommunications Development Bureau (BDT) of the International Telecommunication Union (ITU) , on September 3, 2025.
The discussions focused on the major challenges and opportunities facing Chad in advancing information and communication technologies (ICTs) and implementing its digital transformation agenda. Key issues highlighted included Chad’s continued engagement with the ITU through high-level meetings and technical workshops, as well as the importance of producing regular ICT development indicators to strengthen the country’s Market Observatory. A comprehensive 2024 report on ICT development in Chad is expected to be shared with the ITU in the near future.
Cybersecurity emerged as a central theme of the talks, reflecting growing concerns over the rising number of cyber threats in the digital era. Both parties emphasized the need for robust measures to secure digital infrastructure as Chad accelerates its digital transformation.
Dr. Zavazava welcomed ARCEP Chad’s strong participation in ITU activities and expressed his intention to invite a technical team from ARCEP to the ITU headquarters in Geneva. This would enable in-depth exchanges with ITU departments on radiocommunications, standardization, and development processes. He also encouraged closer technical and institutional cooperation, including practical internships for young Chadian professionals in Geneva to build skills and expertise in digital transformation.
The ITU official further commended Chad’s active participation at the ITU conference in Nairobi, Kenya, and encouraged the presence of ARCEP Chad and the Ministry of Telecommunications and Digital Economy at the upcoming ITU World Conference in Baku, Azerbaijan, in October 2025.
