Central Africa Launches CADNAC to Accelerate Digital Development and Cooperation
The gathering brought together public agencies responsible for digital development across Central Africa to establish the founding texts of this new regional organization.
From November 25 to 26, 2025, Kinshasa, the capital of the Democratic Republic of Congo, hosted the founding meeting of the Conference of Public Entities in Charge of Digital Development of Central Africa (CADNAC). The gathering brought together public agencies responsible for digital development across Central Africa to establish the founding texts of this new regional organization.
Six countries participated in the meeting, including Congo Brazzaville, Gabon, the Central African Republic, Burundi, Chad, and the DRC. The creation of CADNAC represents a strategic step for the region, aiming to structure a collective response to emerging digital challenges and strengthen inter-state cooperation in digital development.
Chad was represented by the Agency for Information and Communication Technologies Development (ADETIC), led by Dr. Zaki Sabit, Director of Studies and Planning, accompanied by Mrs. Zahra Jeannette Sidick, Director of Legal Affairs, and Mr. Dipombé Payebé, Head of Communications. The delegation actively contributed to discussions on legal, institutional, and communication frameworks for CADNAC, reflecting Chad’s commitment to advancing regional digital initiatives.
During the meeting, experts deliberated on the bylaws, internal rules, and governance mechanisms of CADNAC. The platform is expected to promote inter-state collaboration, share expertise, strengthen public digital policies, and contribute to the digital sovereignty of the region. The proceedings were supervised by the Ministry of Digital Economy of the DRC and the Ministry of Finance and Digital Economy of Burundi.
The delegations expressed satisfaction with the progress made and agreed to finalize the foundational texts in a subsequent session, ahead of the official launch of CADNAC. The initiative underscores Central African countries’ commitment to collaboration, skills sharing, and coordinated strategies for regional digital development.
