Madagascar Adopts New Internet Pricing Model Focused on Quality and Speed

The Ministry of Digital Development, Posts and Telecommunications has announced that telecommunications operators have agreed to reduce Internet tariffs, effective this week. The decision follows discussions between the Ministry and operators aimed at improving digital accessibility for the population.

Minister Mahefa Andriamampiadana highlighted that the scale of the reductions will vary depending on each operator’s technical and economic capabilities. He emphasized that for fixed Internet services, pricing should no longer rely solely on a per-gigabyte model, which disadvantages small consumers. Instead, operators are encouraged to adopt pricing structures that reflect connection quality, speed, and stability, aligning with international standards.

Regarding operators’ requests to abolish excise duties, the Ministry stated that it would support the move if it does not negatively impact the national budget. Operators are also expected to reinvest any savings into service improvements, including accessible tariffs, enhanced connection speed, and ongoing infrastructure investment.

The Ministry reaffirmed its commitment to fostering an inclusive, accessible, and competitive digital environment, promoting the benefits of connectivity for citizens and supporting national development goals.
