Liberia Launches Inclusive Instant Payment System to Enable Real-Time Transfers
The new system will primarily enable instant mobile money transfers between Liberia’s two mobile network operators, Lonestar Cell MTN and Orange Liberia.
The Central Bank of Liberia (CBL) is set to officially launch the Inclusive Instant Payment System (IIPS) on December 16, 2025, marking a major milestone in the country’s drive to modernize its national payments infrastructure. The new system will primarily enable instant mobile money transfers between Liberia’s two mobile network operators, Lonestar Cell MTN and Orange Liberia.
The launch ceremony will be held at the Ministerial Complex in Congo Town and is expected to bring together key stakeholders from across Liberia’s financial ecosystem. Participants will include mobile money operators, commercial banks, financial institutions, government ministries, agencies and commissions, development partners, and international stakeholders.
President Joseph Nyuma Boakai, Sr. will deliver the keynote address at the event, reaffirming the government’s commitment to digital transformation under the ARREST Agenda. The initiative underscores the administration’s focus on leveraging technology to expand access to inclusive and secure financial services.
The IIPS is a national digital payment platform regulated and supervised by the Central Bank of Liberia. It enables full interoperability between banks, mobile money operators, and other financial service providers, allowing users to conduct instant and secure transactions across different platforms and institutions.
With the introduction of IIPS, individuals and businesses will be able to send and receive money in real time between bank accounts and mobile wallets, regardless of service provider. The system is designed to improve convenience, reduce transaction delays, and lower reliance on cash-based transactions.
As Liberia’s digital economy continues to grow, the IIPS addresses long-standing challenges such as fragmented payment systems, slow processing times, and limited interoperability. By connecting all major financial players on a single national platform, the system is expected to enhance trust, transparency, and efficiency across the digital payments landscape.
The benefits of the IIPS extend across multiple segments of the economy. Citizens and small businesses—including market women, farmers, students, entrepreneurs, and SMEs—will gain access to faster, safer, and more reliable digital payment options. For government, the platform will support efficient Government-to-Person (G2P) payments such as salaries and social benefits, improving transparency and reducing leakages.
At the national level, the IIPS strengthens Liberia’s financial infrastructure, promotes innovation, and expands access to regulated financial services in both urban and rural areas, supporting the country’s broader financial inclusion goals. The Central Bank of Liberia noted that the rollout of IIPS services will continue beyond the official launch in close collaboration with participating banks and mobile money operators.
The CBL reaffirmed its commitment to building a safe, secure, and efficient payment system and encouraged media organizations to help educate the public on the IIPS and its benefits.
