Uganda Communications Commission Backs ICT Lab at Buganda Kingdom Library
The proposed facility is expected to provide greater access to digital tools and technology while supporting efforts to improve digital skills within the community.
Uganda’s communications regulator is exploring a partnership with the Buganda Kingdom to expand digital access and strengthen digital literacy through community-based initiatives.
Executive Director of the Uganda Communications Commission (UCC), Hon. Nyombi Thembo, held discussions with a delegation from the Buganda Heritage and Tourism Board led by Najibu Nsubuga on a proposal to establish a modern ICT laboratory at the Buganda Kingdom Library.
The proposed facility is expected to provide greater access to digital tools and technology while supporting efforts to improve digital skills within the community. The initiative reflects growing recognition of libraries as innovation and learning centres that can play a broader role in digital inclusion.
During the meeting, the parties discussed how cultural and heritage institutions can contribute to digital transformation by integrating technology infrastructure into community spaces. The proposed ICT lab would serve as a platform for digital learning and help increase access to technology resources.
Nyombi Thembo noted that building a digitally empowered population requires deliberate partnerships rooted in local communities. He emphasized that expanding digital infrastructure within cultural institutions can help promote digital literacy and make technology more accessible to wider segments of society.
The Uganda Communications Commission expressed support for the proposal and indicated its willingness to explore areas of collaboration with the Buganda Government through its digital population initiatives.
The partnership could contribute to broader efforts to expand ICT access, build digital skills and support digital inclusion across communities. By leveraging existing cultural and educational institutions, the initiative aims to ensure that more citizens can participate in Uganda’s growing digital economy.
The discussions also reflect increasing efforts by governments and institutions across Africa to use libraries, community centres and heritage institutions as hubs for digital education, innovation and skills development.
