Mozambique Presents National AI Strategy Proposal to Vodacom

The National AI Strategy is being developed to promote the ethical, inclusive and sustainable adoption of artificial intelligence within Mozambique’s digital ecosystem.

Mozambique’s National Institute of Information and Communication Technologies (INTIC)  has presented key elements of the proposed National Artificial Intelligence Strategy to Vodacom Mozambique  as part of ongoing consultations on the country’s AI policy framework.

The proposal was presented during a meeting between INTIC and Vodacom Mozambique on August 12, 2026, led by INTIC President of the Board, Prof. Dr. Eng. Lourino Chemane. The meeting also provided an opportunity to strengthen cooperation between the regulator and telecommunications operator.

The National AI Strategy is being developed to promote the ethical, inclusive and sustainable adoption of artificial intelligence within Mozambique’s digital ecosystem. INTIC said the strategy is currently undergoing consultation, public hearings and sectoral harmonisation.

Vodacom Mozambique expressed its willingness to contribute to the process and submit its recommendations on the proposed strategy. INTIC said private-sector and civil-society participation would be important to ensure the framework reflects the country’s needs and concerns.

The strategy is being developed under the leadership of the Ministry of Communications and Digital Transformation through INTIC, with support from UNESCO and other bilateral and multilateral development partners.

During the meeting, Chemane also highlighted recent developments in Mozambique’s digital regulatory environment, including the approval of the Cybersecurity Law and Cybercrime Law by the Assembly of the Republic. According to INTIC, the legislation strengthens the country’s ability to prevent, respond to and sanction digital threats while improving protection for critical infrastructure.

INTIC is also working on additional regulatory and normative instruments to support implementation of the new legal framework and respond to emerging technologies. The institute highlighted opportunities for private-sector participation in areas such as digital signatures, with the strengthening of Mozambique’s Public Key Infrastructure expected to create opportunities for service providers to operate as sectoral certification and registration authorities.

The regulator said the collaboration with Vodacom will also focus on priorities including e-commerce regulation and data protection, alongside broader efforts to strengthen Mozambique’s digital ecosystem.

The proposed AI strategy is expected to address three key areas: expanding digital inclusion and access to automated public services, supporting economic growth through private-sector innovation and technology jobs, and establishing ethical and governance frameworks for data security and responsible use of AI.

INTIC said the engagement forms part of its wider effort to work with private-sector stakeholders and position Mozambique for greater participation in the global digital economy while ensuring that emerging technologies are deployed securely and responsibly.
