Senegal Partners With Nokia to Advance Digital Transformation Agenda

The agreement, signed on September 30, 2026, in Dakar, establishes a framework for cooperation in connectivity and network resilience, cybersecurity, digital public services, innovation and digital skills development.

The Ministry of Telecommunications and Digital Affairs of Senegal  has signed a partnership agreement with Nokia  to support the country’s digital transformation agenda.

The agreement, signed on September 30, 2026, in Dakar, establishes a framework for cooperation in connectivity and network resilience, cybersecurity, digital public services, innovation and digital skills development.

The signing ceremony was held at the Administrative Building of President Mamadou Dia and attended by the ambassadors of Finland and the European Union to Senegal. The Ministry was represented by its Secretary General, Serigne Ahmadou Bamba Sy.

Under the agreement, Senegal and Nokia will identify priority initiatives, establish objectives and assess mechanisms for implementation. The partnership will also focus on skills transfer, local value creation and measuring the results of projects undertaken under the framework.

The next phase will involve establishing monitoring mechanisms and developing a joint activity programme. Selected initiatives may subsequently lead to specific implementation agreements, subject to applicable procedures.

The partnership is expected to contribute to the development of a more accessible and resilient digital ecosystem in Senegal while supporting opportunities for innovation and digital growth.
