Ethiopia Reviews Technology Ministry Ahead of Five-Year Strategic Plan

October 26, 2026
2 min read

The ministry oversees several interconnected areas, including science, research, technology, innovation and digital transformation, making coordination between these sectors a key consideration for the next planning period.

Ethiopia’s Ministry of Innovation and Technology  has completed a five-day institutional review to evaluate its capacity to deliver national technology priorities and guide the preparation of its next five-year strategic plan.

Conducted from October 19 to 23, the assessment examined the ministry’s organisational structure, operational effectiveness, workforce capacity, project implementation, financial performance, resource management and administrative systems. It also evaluated how well these areas support the ministry’s broader responsibilities.

The review was led by newly appointed Minister Frehiwot Tamru and involved officials across the ministry, from state ministers to desk-level staff. Discussions focused on performance and achievements over the previous five years, challenges affecting implementation and progress during the first quarter of the current fiscal year.

The exercise comes as Ethiopia continues to advance its digital transformation agenda and strengthen the policy and institutional frameworks needed to support its digital economy. The ministry oversees several interconnected areas, including science, research, technology, innovation and digital transformation, making coordination between these sectors a key consideration for the next planning period.

As part of the assessment, officials examined whether strategies across these areas are aligned with one another and with Ethiopia’s wider development priorities. The review also considered the adequacy and effectiveness of the policies, proclamations, regulations and directives intended to support implementation.

Another focus was the ministry’s ability to turn strategic objectives into measurable outcomes. This included assessing whether its organisational structures, accountability mechanisms and operational processes are suited to delivering on its national mandate.

The findings are expected to provide an evidence-based picture of institutional performance, highlight capacity gaps and identify areas requiring intervention. According to the ministry, the assessment will inform a five-year strategic plan centred on clearer accountability, better coordination and measurable outcomes that respond to citizens’ needs.

The review process will also cover institutions accountable to the ministry, with similar assessments scheduled to begin on October 26. These reviews will examine the mandates, capacities and performance of the affiliated institutions, with the aim of improving coordination across organisations responsible for implementing Ethiopia’s technology and innovation priorities.

The resulting strategic plan is expected to clarify institutional responsibilities and connect policy objectives with the resources and capabilities required for implementation. Its impact will depend on how the identified gaps are addressed, how responsibilities are distributed and how performance is tracked across the ministry and its affiliated institutions.
