Togo’s ARCEP Plans Interactive Map to Compare Fibre Internet Providers

The proposed platform will allow users to compare internet providers based on network coverage, download speeds and service quality in specific locations. Information will be accessible at both local and national levels, helping consumers assess which services are available in their areas.

Togo’s telecommunications regulator, the Autorité de régulation des communications électroniques et des postes (ARCEP) , is seeking a contractor to build an interactive online platform that will help households and businesses check fibre-optic internet coverage and compare service providers.

The regulator launched the tender on September 25, 2026, with bids scheduled to close at 10 a.m. on October 30. The project is intended to make information about internet availability and service performance more accessible to consumers across the country.

The proposed platform will allow users to compare internet providers based on network coverage, download speeds and service quality in specific locations. Information will be accessible at both local and national levels, helping consumers assess which services are available in their areas.

The system will also include a feature for users to report network problems directly to ARCEP, with complaints displayed on an interactive map. The website must be optimised for mobile devices and designed to support the possible development of a dedicated mobile application in the future.

The initiative comes as Canalbox and Yas remain Togo’s two main fibre-to-the-home internet providers. In a study published in May 2026 examining fixed broadband performance during 2025, ARCEP reported differences in the two operators’ performance across several indicators.

Yas recorded an average download speed of 45 Mbps, ahead of Canalbox’s 39.69 Mbps. However, Canalbox delivered lower average latency of 12.95 milliseconds, compared with 22.50 milliseconds for Yas. Yas achieved stronger results in web browsing and video streaming tests.

The regulator’s findings were based on measurements submitted by users through the nPerf platform and do not represent a comprehensive assessment of every household connected to the two networks.

Under the contract, the selected provider will assess existing fibre networks, propose technical standards and review current practices in Togo. The contractor will also recommend performance indicators that can be used to measure and compare internet services, supporting clearer and more accessible information for consumers.

ARCEP has estimated the contract at 250 million CFA francs, which will be financed through its 2026 budget. The selected contractor will have up to 240 days to complete the project after receiving formal notification of the contract’s approval.
