ICASA Hosts Public Hearings on New Satellite Services Licensing Framework

ICASA holds public hearings on a new Satellite Services Licensing Framework, including spectrum fees and procedures for international providers.

The Independent Communications Authority of South Africa (ICASA) has held oral hybrid public hearings on the proposed new Licensing Framework for Satellite Services.

ICASA had previously announced that As part of its mandate under the ICASA Act (Section 4(4) and Section 17), the Authority’s Council has established a committee to:

  • Develop a transparent regulatory framework with clear rules to establish regulatory certainty for potential investors;
  • Develop procedures for authorizing user-terminals operations in South African territory;
  • Review spectrum fees, taking also into account the increasing amount of bandwidth used by satellite systems operating in higher frequency bands, and;
  • Develop a procedure for registration of international space segment providers (including details of ITU coordination status of the space segment) who intend to provide a service either directly or indirectly (through existing licensed operators) to South African consumers.

Several reports have confirmed that SpaceX’s representative was not a part of the said public hearings.
