Oman Launches Digital Accessibility Guideline to Boost Inclusive e-Government Services

Oman’s new Digital Accessibility Guideline promotes inclusive e-services for all citizens, supporting Vision 2040 and global best practices.

As part of its efforts to advance digital inclusion and ensure equitable access to digital services, the Ministry of Transport, Communications and Information Technology, represented by the Government Digital Transformation Programme, “Tahawul ”, has launched the Digital Accessibility Guideline. This initiative guideline aims to guarantee that all segments of society, including persons with disabilities and the elderly, can access and benefit from digital government services. The launch aligns with the objectives of Oman Vision 2040, which places strong emphasis on enhancing the quality of government services and ensuring universal accessibility.

The guideline is designed to support mobile application and website developers in adopting global best practices in digital accessibility. By applying these principles, developers can ensure that all users, regardless of ability, can easily navigate digital platforms and access services that meet their expectations and needs. Furthermore, the guideline enables entities to design applications and websites that align with the principles of digital accessibility, which contributes to reducing the costs associated with retroactive adjustments.

Targeting mobile and web development teams across both the public and private sectors, the guideline addresses a broad audience, including project managers, UI/UX designers, software developers, digital content writers, accessibility specialists, quality engineers as well as clients and application owners who contract development services. It also speaks to senior management, decision-makers and those with a particular interest in digital accessibility for persons with disabilities.

The guideline offers a comprehensive set of instructions to help developers implement accessibility features in mobile applications and websites. It also outlines methods for assessing accessibility compliance, with the aim of ensuring that accessibility is integrated from the outset of development. This proactive approach helps and ensures that persons with disabilities can independently access information and complete services with ease, safety and dignity.

In addition to embedding accessibility in government digital solutions, the guideline promotes the broader principle of digital inclusion, ensuring that products are designed to be universally usable. It reinforces the adoption of global best practices in accessibility and user-friendly design, supporting Oman’s efforts to stay aligned with international advancements that prioritise user-centric digital services.

The Digital Accessibility Guideline serves as a strategic reference framework to support government entities in achieving comprehensive digital transformation. It facilitates access to government digital services and information for all community members by promoting equal opportunities and ensuring fair access to services. This is in line with national priorities to strengthen digital inclusion and support sustainable development.
