Maroc Telecom and Inwi Team Up to Boost Digital Infrastructure
To evaluate the potential competitive impacts, the ANRT has launched a public consultation open until May 30.

Maroc Telecom and Inwi, two major players in Morocco’s telecommunications sector, have jointly submitted a proposal to the National Telecommunications Regulatory Agency (ANRT) to establish shared infrastructure aimed at accelerating the country’s digital transformation.
The plan includes the creation of two new entities: FiberCo, tasked with expanding the passive fiber-optic network to support national Fiber to the Home (FTTH) deployment, and TowerCo, which would oversee the construction and enhancement of telecom towers to meet rising mobile demand and enable 5G rollout.
To evaluate the potential competitive impacts, the ANRT has launched a public consultation open until May 30. The agency will assess whether the collaboration could distort market dynamics, particularly given past concerns around fair access — notably involving Maroc Telecom’s previous restrictions on fixed-line infrastructure sharing.
Currently, no binding agreement has been finalized between the two companies. The proposal remains under regulatory review, and its future will hinge on feedback from stakeholders and the ANRT’s decision in the coming weeks.
