Congo Unveils European-Backed Plan to Accelerate Digital Transformation
The European component of the project brings in 27 billion CFA francs—10 billion in EU grants and 17 billion as a loan from the EIB—while the World Bank contributes an additional 61.4 billion CFA francs.
The Republic of Congo has officially launched the European Investment Bank (EIB ) and European Union-backed phase of its flagship Project for Accelerating Digital Transformation (PATN), marking a significant milestone in the country’s digital agenda. The ceremony was led by Minister of Posts, Telecommunications and Digital Economy, Léon Juste Ibombo, who reiterated the nation’s ambition to build a more connected and inclusive society.

According to Anne Marchal, the EU Ambassador to the Republic of Congo, this support aligns with the EU’s Global Gateway initiative, which aims to build sustainable infrastructure that empowers people and drives inclusive economic development.

PATN is closely tied to Congo’s Digital Development Strategy 2030 and the 2022–2026 National Development Plan, which identify digital transformation as a key pillar of national growth. The European-funded phase, which began operational deployment in November 2024, focuses on several high-impact areas:

Administrative Modernisation: Upgrading public sector IT systems to improve transparency and citizen engagement.

Economic Development: Strengthening the digital economy and supporting entrepreneurial innovation.

Youth Skills Development: Deploying training programmes to boost the employability of young Congolese.

Data Governance: Enhancing data management in critical sectors such as higher education and health.

Cybersecurity & Data Protection: Strengthening frameworks and supporting the National Commission for Data Protection with technical and institutional capacity.

Institutional Interconnectivity: Establishing regulatory and technical foundations for a sovereign digital state.
The project is underpinned by a series of binding agreements, including grant convention FI 96262 (signed December 30, 2023), financial contract FI 91989 (December 30, 2022), and the technical cooperation agreement AA 011416 (September 2, 2024), all of which provide a solid legal framework for execution.
Minister Ibombo acknowledged the resilience of the project despite earlier uncertainties and expressed appreciation for the continuous backing of international partners. He also extended gratitude to Louise Pierrette Mvono, Gabon’s Minister of Planning and Foresight, for her ongoing support.
As Congo accelerates its transition to a digital future, PATN is set to play a transformative role in building a digitally resilient, skilled, and inclusive society.
