Zambia Harnesses Technology to Drive Transparency, Jobs, and Revenue Growth

Zambia is experiencing a surge in economic recovery and growth, with a strong focus on its digital transformation as a key driver. According to Dr. Situmbeko Musokotwane, the Minister of Finance and National Planning, the 8th National Development Plan (8NDP) is yielding significant results in this area. A major milestone in the second quarter of 2025 was the expansion of digital governance, with the government’s online portal, ZamPortal, now offering 368 services. This initiative has not only streamlined public access but also generated K1.1 billion in non-tax revenue in just six months, demonstrating the financial benefits of digitization. Furthermore, over 73,200 citizens have utilized digital platforms to access Constituency Development Fund (CDF) data, significantly boosting government transparency and public accountability.
To bridge the digital divide and ensure inclusive growth, significant strides have been made in expanding rural connectivity. The report highlights the deployment of 14 new communication towers and 525 Starlink units to rural areas in the second quarter alone, dramatically improving access to digital services in previously underserved communities. This effort is complemented by the full migration of the Farmer Input Support Programme (FISP) to an E-Voucher system across all 116 districts, marking a move toward a more efficient and technologically advanced agricultural sector. The government is also strengthening its internal digital infrastructure, connecting 13 government institutions and nine local authorities to the Government Wide Area Network.
Beyond connectivity and governance, Zambia is also fostering a more robust digital ecosystem for businesses. The government’s support for enterprises is reflected in the registration of over 6,100 new business names and nearly 5,000 new companies. Additionally, the Citizens Economic Empowerment Commission (CEEC)’s District Value Chain Programme, which is set to create over 65,000 jobs, is built on a framework that encourages digital innovation and efficiency. These efforts underscore the government’s strategic vision, under the leadership of President Hakainde Hichilema, to build a resilient and prosperous future for all Zambians through technology.
