Mozambique’s Rural Connectivity Project Seeks Bids from Telecom Operators

The primary objective is to bridge the digital divide between the country's urban and rural areas.

The Mozambique Regulatory Authority of Communications (INCM) , in partnership with the Universal Access Service Fund (FSAU) , has initiated a public tender for the first phase of its Rural Connectivity Project. The primary objective is to bridge the digital divide between the country’s urban and rural areas.

This project, which will be implemented in at least 30 pre-selected locations, includes the installation of mobile network infrastructure (2G and 4G), the establishment of multimedia centers with public Wi-Fi, and the training of local technicians to ensure the long-term management and sustainability of the solutions. The initiative aims to provide essential digital services to rural residents and promote an inclusive and sustainable digital transformation.

The tender is open to licensed telecommunications operators and is governed by Mozambique’s Telecommunications Law, the FSAU Regulation, and other applicable laws. Interested parties can find more information on the Functional Unit for Acquisitions Supervision (UFSA) Portal, at INCM Headquarters in Maputo, or by email. Proposals, which must be in Portuguese, are to be submitted to the INCM Secretariat by 10:00 AM on September 19, 2025.
