Egypt Highlights Digital Regulatory Progress at ITU Forum in Riyadh
The NTRA’s participation underscored Egypt’s growing influence in international telecommunications governance and its commitment to fostering a secure, advanced, and investment-friendly digital landscape.

The National Telecommunication Regulatory Agency of Egypt (NTRA) took part in the International Forum of Telecommunications Organizers (ITUGSR-25), held by the International Telecommunications Union (ITU) in Riyadh from August 31 to September 3, 2025. The high-level Egyptian delegation was led by Eng. Muhammad Shamrukh, Executive Chairman of the NTRA, accompanied by Eng. Amr Abbas, Executive Vice President for Organization Affairs and Market Governance, and Mr. Ahmed Saeed, Head of International Policy and Relations.
During his address at the forum, Shamrukh highlighted the vital role of regulators in shaping sustainable digital ecosystems and creating a secure and inclusive environment capable of absorbing rapid technological advancements. He also outlined Egypt’s key initiatives, including the nationwide rollout of 5G services, the adoption of IPv6 to expand digital infrastructure, the regulation of cloud computing and data centers to attract investment, and the establishment of an integrated cybersecurity regulatory framework aligned with global standards. Egypt’s regulatory experience in data governance and user rights protection was also shared as a model.
On the sidelines of the event, the Egyptian delegation engaged in bilateral meetings with regulatory counterparts from Saudi Arabia, the United States, and China. A Memorandum of Understanding was signed with Georgia’s National Telecommunications Authority to strengthen cooperation in digital regulation and exchange of expertise.
Additionally, discussions were held with senior leaders from global technology firms, including TikTok and Amazon, to ensure their operations in Egypt comply with national laws and regulations while respecting the cultural values and principles of Egyptian society.
