SMART Zambia Brings Biometric Systems and Smart Care to Rural Communities

Zambia’s push toward a paperless government is taking shape through the Government Wide Area Network (GWAN), a national digital transformation initiative aimed at modernizing public service delivery.
For decades, much of the country relied on paper-based and manual systems that led to slow services, duplicated records, and delays for communities. The new GWAN pilot, launched in Luapula Province, marks a significant step in shifting to fully digital platforms.
Key innovations include the introduction of biometric systems, which have eliminated duplication in service records, and smart care services, which are strengthening healthcare delivery. Farmers are also benefiting from timely access to inputs, improving productivity and livelihoods.
Although Luapula is a rural province, it has become a model of how digital transformation can reach all parts of the country, bridging the gap between urban and rural communities. By bringing government services closer to citizens, the program is improving efficiency and supporting inclusive development.
