Mozambique’s INCM Launches “Statistical Collection” Digital Platform to Modernize Communications Data
This platform is designed to modernize and centralize the collection, organization, and distribution of statistical data across the entire communications sector, including postal, mobile and fixed telephony, internet, broadcasting, and radiocommunications services.
The Communications Regulatory Authority (INCM) of Mozambique launched its new digital platform, the “Statistical Collection” (Acervo EstatÃstico), on Monday, October 20, 2025. This platform is designed to modernize and centralize the collection, organization, and distribution of statistical data across the entire communications sector, including postal, mobile and fixed telephony, internet, broadcasting, and radiocommunications services. Its development ensures that the process of data collection, analysis, and sharing is now digital, automated, and transparent, providing the market with up-to-date and reliable information. The platform is accessible to the public via a dedicated address and through the INCM’s official website.
For licensed operators, the Statistical Collection serves as a simple and secure channel for quarterly data submission in an online format, which is expected to eliminate constraints such as delays, data loss, or incomplete submissions. Once submitted, the system automatically aggregates the data, produces reports and statistical dashboards, which are then validated by the INCM before being made public. According to Helena Fernandes, Chairperson of the INCM’s Board of Directors, this transition from a manual reporting model to an integrated digital platform aligns Mozambique with international best practices for data collection and dissemination. This move ensures the INCM can honor its national and international statistical reporting obligations, particularly those set by international bodies like the International Telecommunication Union (ITU) and the Universal Postal Union (UPU).
The new platform integrates over 200 indicators structured according to international and national guidelines. For the telecommunications sector, key available indicators include mobile and fixed penetration rates, number of subscribers per technology (2G, 3G, 4G, 5G), population and territorial coverage, and voice, SMS, and data traffic, along with sector investment and revenue. The postal sector indicators cover the volume of national and international correspondence, number of postal service points, financial services, total postal revenue, and delivery quality metrics. Ana Priscila Salomão, Head of the Department of Studies, Development and Statistics, noted that the system reinforces INCM’s role as a data-based regulatory authority, helping to better monitor operator compliance and providing crucial information for public decision-makers, researchers, and academics, thereby strengthening the transparency and credibility of the sector. Operators, such as representatives from Correio Expresso de Moçambique and TV Cabo, welcomed the platform, acknowledging its ability to streamline data delivery, facilitate compliance, and assist managers in the decision-making process.
