Dakar Port Launches Pilot Phase of Electronic Delivery Vouchers to Digitize Logistics Chain
This initiative represents a major step in the digital transformation of Senegal’s port logistics chain, aiming to modernize and fully dematerialize port processes, while enhancing efficiency and competitiveness.
The Port Autonomous of Dakar, in partnership with the Directorate General of Customs, officially launched the pilot phase of the electronic exchange of Delivery Vouchers (Bons à Délivrer – BADs) on January 2, 2026, through the Single Port Electronic Window. This initiative represents a major step in the digital transformation of Senegal’s port logistics chain, aiming to modernize and fully dematerialize port processes, while enhancing efficiency and competitiveness.
The pilot phase follows the signing of the protocol for computerized data exchange (PAD/DGD/DPW/GAINDE 2000) on June 3, 2025, reflecting the commitment of port and customs authorities to digitize the logistics chain. Its main goal is to automate the processing and transfer of BADs between the Single Window system and all terminal operators, ensuring smoother and faster cargo handling while improving operational security.
The digital transformation is expected to bring tangible benefits to all stakeholders within the port ecosystem. These include streamlined cargo removal operations, enhanced end-to-end traceability for better oversight, improved security of data and transactions, and significant time savings and productivity gains for all participants in the logistics chain.
To ensure a successful transition, the Port Autonomous of Dakar has urged all shipping companies and port operators to take the necessary technical and organizational measures. Maritime companies are specifically asked to designate and communicate their technical focal points by November 15, 2025, to Ms. Aminata Seydi, the PAD focal point, via aminata.seydi@portdakar.sn.
This pilot program highlights Senegal’s commitment to advancing digitalization in port logistics, positioning the country as a leader in efficient, secure, and modern maritime trade operations.
