South Africa Opens Consultation on Next-Generation Radio Frequency Framework
The plan sets out how radio frequencies will be managed and allocated across South Africa to support a range of communication services, including broadcasting, mobile networks, and satellite systems.
The Independent Communications Authority of South Africa (ICASA) has released the Second Draft of the National Radio Frequency Plan (NRFP) 2025 for public comment, following an initial consultation held on 4 April 2025. The plan sets out how radio frequencies will be managed and allocated across South Africa to support a range of communication services, including broadcasting, mobile networks, and satellite systems.
ICASA is legally mandated to review and update the current National Radio Frequency Plan (2021) to reflect the latest international agreements and regulations, including the 2024 edition of the ITU Radio Regulations. The update also aligns with regional frameworks, such as the African Telecommunications Union Spectrum Assignment Plan (AfriSAP) and the SADC Frequency Allocation Plan, ensuring consistency and harmony across Africa.
The regulator is now inviting stakeholders to submit further written representations on the Second Draft NRFP 2025. Submissions are due by 17:00 on Thursday, 11 December 2025, as ICASA continues its efforts to ensure a transparent and inclusive process in shaping South Africa’s radio frequency landscape.
