Tunisia Launches National Charter to Protect Children in the Digital Space

The National Charter represents a coordinated effort between government ministries, telecommunication operators, internet service providers, public media institutions, and other stakeholders to empower families in protecting children from cyber risks and fostering a safer digital environment in Tunisia.

In a landmark initiative to safeguard children online, the Ministry of Family, Women, Childhood, and the Elderly,  in collaboration with the Ministry of Telecommunication Technology,  launched the National Charter to Support Family Capabilities for a Child-Safe Digital Environment. The ceremony took place at the Telecommunication Technology Pole Ghazala Ariana and was attended by officials, telecommunication operators, internet service providers, and public media representatives.

Syed Asmaa Jabri, Minister of Family, Women, Childhood, and the Elderly, highlighted that the initiative aligns with the directives of President Qais Saeed to strengthen family support, protect children and vulnerable populations from digital risks, and promote Tunisia’s digital sovereignty. “The family represents the first line of defense for the child,” she said, emphasizing the importance of equipping families with the tools, awareness, and guidance needed to ensure safe, responsible, and positive engagement in the digital space.

The Minister explained that the charter forms part of broader national efforts to prevent risky behaviors online, enhance parental supervision, and foster digital literacy. It aims to help families adapt to technological developments while maintaining children’s rights, dignity, and opportunities for learning, creativity, and expression.

Syed Sufyan Al-Hamisi, Minister of Telecommunication Technology, noted that advances in internet access and artificial intelligence present new challenges in protecting children online. He called on all digital stakeholders—including internet providers and media institutions—to actively participate in educating parents and ensuring child safety in cyberspace. Al-Hamisi described the National Charter as primarily a moral framework, reinforcing social responsibility before it takes on legal weight.

The launch featured presentations on key topics such as parental supervision in Tunisian law, digital violence against children, safe digital transformation in schools, and the social responsibility of internet service providers in supporting families. A video demonstration showcased parental supervision tools available through various Tunisian providers and highlighted the work of digital security ambassadors from the National Center for Child-Oriented Media.
