Morocco Renews Offshoring Strategy to Boost Digital Jobs and Service Exports

The initiative forms a key pillar of the Morocco Digital 2030 strategy and aims to accelerate growth in the offshoring and digital services sector.

Morocco is moving to strengthen its position as a global offshoring hub, with the Minister of Digital Transition and Administration Reform, Amal El Fallah Seghrouchni, chairing a high-level meeting in Rabat to renew the country’s services relocation offer. The initiative forms a key pillar of the Morocco Digital 2030 strategy and aims to accelerate growth in the offshoring and digital services sector.

The minister highlighted the sector’s economic weight, noting that offshoring currently supports 148,500 jobs and generated 26.22 billion dirhams in service exports by the end of 2024. Morocco’s objective is to significantly scale the sector by 2030, targeting nearly 40 billion dirhams in export revenues and 270,000 jobs, driven by a competitive “Made in Morocco” services offering.

The meeting brought together senior government and industry leaders, including the Minister of Economic Inclusion, Small Enterprise, Employment and Skills, Younes Sekkouri; the President of the National Commission for the Control of Personal Data Protection, Omar Seghrouchni; the President of the Moroccan Federation of Outsourcing of Services, Youssef Chraibi; and the President of CDG Development, Adil Chennouf. Discussions focused on talent development, adapting to transformation in offshoring professions, and improving Morocco’s attractiveness within global value chains.

Three major agreements were signed to support the renewed strategy. The first covers the deployment of a training grant scheme to strengthen national skills and improve employability in the offshoring sector. The second supports the development of the Casablanca Tech Valley project, an offshoring business zone in Sidi Othman designed to provide modern infrastructure for high value-added digital services. The third establishes new regional offshoring hubs in Agadir, Laâyoune, and Dakhla, aimed at promoting balanced territorial development and creating new centers of excellence.

Together, these measures are intended to reinforce Morocco’s competitiveness in global digital services while expanding employment opportunities and regional economic development.
