Benin’s Vision 2060 Puts Digital Technology at the Core of National Growth

Benin has launched its long-term Vision 2060 roadmap, placing digital technology at the heart of national development. The strategy emphasizes artificial intelligence, cybersecurity, and digital inclusion as key drivers for socio-economic growth, aiming to modernize public services, strengthen competitiveness, and promote technological sovereignty. The plan calls for integrating digital tools across education, healthcare, agriculture, and industry to boost efficiency, innovation, and productivity.

The roadmap also prioritizes public sector reform, with the goal of delivering accessible, user-focused digital services, while fostering the growth of high-value digital sectors such as fintech, digital services, and sustainable tourism. Startups, AI-driven innovation, and digital cultural initiatives are expected to transform production, consumption, and learning, supporting a gradual shift from an informal economy toward a more formal, technology-driven economic model.

Despite these ambitions, Benin faces structural challenges, including uneven ICT coverage, low digital skills, limited financing for startups, and regulatory gaps. While mobile network coverage and digital infrastructure have improved over the past two decades, internet adoption and cybersecurity readiness remain below global benchmarks. Vision 2060 underscores that achieving the country’s digital goals will require sustained investment, capacity building, and strong governance.
