The government also plans to introduce a digital identity wallet and non-expiring national ID cards as part of efforts to modernise identity services.

Former President Arthur Peter Mutharika has delivered a State of the Nation Address in Parliament, officially opening Malawi’s 2026/27 Budget Meeting, where he outlined progress recorded by his government within four months and set out key fiscal and governance priorities.

In his address, Mutharika reported steady movement toward full macroeconomic stability, citing early signs of recovery such as stabilising prices, improved food security, the availability of essential medicines, the resolution of fuel shortages, increased access to fertilizer, and the commencement of free secondary education.

He announced new fiscal commitments aimed at grassroots development and economic empowerment. From the 2026/27 financial year, the government plans to disburse MK5 billion annually for Constituency Development, alongside dedicated soft loan facilities of MK250 million for women and MK100 million for youth to stimulate entrepreneurship and inclusive growth.

The address also highlighted a range of governance and infrastructure reforms. These include ring-fencing revenue collected on the M1 Road exclusively for its maintenance, recalling and restructuring the diplomatic service to improve efficiency, and undertaking a mass renewal of expired national identity cards. The government also plans to introduce a digital identity wallet and non-expiring national ID cards as part of efforts to modernise identity services.

Mutharika reaffirmed his administration’s commitment to rehabilitating and upgrading roads, constructing schools, hospitals and markets, investing in the energy sector, industrialising the economy, and tackling corruption. He concluded by calling on the executive, legislature and judiciary to act patriotically and make decisions aligned with national interests, stressing shared responsibility toward current citizens and future generations.
