Mozambique and Angola Regulators Strengthen Ties on Telecom and Digital Regulation
The visit underscored the strong institutional ties between the two regulators and their shared commitment to exchanging knowledge to advance the communications sectors in both Mozambique and Angola.
The Communications Regulatory Authority – INCM hosted a delegation from the Angolan Institute of Communications (INACOM) for a two-day working visit held from 16 to 17 February, as part of efforts to strengthen bilateral cooperation in communications regulation. The visit underscored the strong institutional ties between the two regulators and their shared commitment to exchanging knowledge to advance the communications sectors in both Mozambique and Angola.
The engagement was led by the Chairpersons of the two institutions, Helena Fernandes and Joaquim Domingos Muhongo, alongside senior management teams from both organisations. Discussions focused on strategic priorities, ongoing regulatory reforms, and the evolving challenges of regulating communications in an era of rapid digital transformation.
During the first day, both regulators presented their institutional mandates, highlighting current initiatives and sectoral challenges. The INACOM delegation also toured INCM’s operational facilities, enabling detailed exchanges on telecommunications traffic control, startup incubation, roaming and charging systems, and satellite services, providing a practical platform for sharing regulatory and operational experience.
INCM outlined key challenges facing Mozambique’s communications sector, including expanding telecommunications infrastructure to achieve universal population coverage, scaling digital television infrastructure nationwide, strengthening the security and resilience of telecom networks, regulating emerging technologies and services, implementing a national postal addressing system, and promoting access to affordable digital devices.
Satellite services featured prominently in the discussions, with Angola sharing its experience in this domain following the launch of Angosat-2 in 2022. INACOM highlighted regulatory and operational lessons from managing satellite services, which were identified as valuable inputs for strengthening Mozambique’s institutional capacity in satellite regulation and oversight.
In his remarks, Joaquim Domingos Muhongo explained Angola’s phased approach to satellite service deployment, noting that Angosat-2 initially supported state institutions before expanding into commercial services. He emphasised sustainability models, licensing mechanisms, and efforts to promote participation by small providers and startups as part of a gradual service expansion strategy.
The exchange demonstrated a convergence of views on the importance of modern, effective, and innovation-oriented regulation that supports technological development, protects consumers, and fosters a competitive and sustainable market environment. On the final day of the visit, discussions were set to focus on digital transformation initiatives, service quality management, equipment approval processes, and radio spectrum monitoring, with INCM sharing its experiences and institutional advancements in these areas.
