Senegal and Luxembourg Strengthen Digital Cooperation to Boost FinTech Ecosystem
Discussions emphasized the development of a structured and competitive FinTech ecosystem in Senegal.
On March 1, 2026, the Minister of Communication, Telecommunications, and the Digital Economy of Senegal , Mr. Alioune Sall, received H.E. Ms. Laure Huberty, Ambassador of the Grand Duchy of Luxembourg , accompanied by the resident representative of LuxDev, Luxembourg’s Development Agency. The meeting focused on strengthening bilateral digital cooperation and exploring high-impact initiatives to advance Senegal’s digital economy.
Discussions emphasized the development of a structured and competitive FinTech ecosystem in Senegal. Key priorities included improving the regulatory framework to foster innovation while maintaining financial stability, promoting regional collaboration within the UEMOA space for scalability and interoperability, and integrating finance, digital innovation, and cybersecurity. These efforts align with Senegal’s vision of leveraging digital transformation to enhance financial inclusion, regulatory modernization, and regional competitiveness.
The Luxembourg delegation presented plans for a Digital Skills Reference Center, structured as a public-private partnership. The Center is envisioned as a convergence hub connecting academia, startups, and companies, serving as a training facility for strategic professions such as cybersecurity, and acting as a catalyst for youth employability and innovation-led growth. Luxembourg emphasized that this initiative would complement Senegal’s existing digital infrastructure projects, particularly the Digital Technology Park (PTN), ensuring a coherent and sustainable ecosystem.
Minister Sall highlighted that these initiatives are part of Senegal’s New Technological Deal, the national roadmap for digital transformation. He also referenced the launch of the Start-up Act on November 20, which recognizes and structures high-potential startups and Entrepreneurship Support Structures (SAEs), strengthens ecosystem attractiveness, and prepares for a fund-of-funds mechanism to mobilize investment aligned with Senegal 2050 priorities.
The proposed Digital Skills and Innovation Hub is expected to consolidate the country’s evolving digital ecosystem, building strong links between skills development, innovation, financing, and regulatory reform. The meeting marks a significant step in reinforcing the strategic partnership between Senegal and Luxembourg, supporting an inclusive, sovereign, and value-driven digital economy.
