The Government of Côte d’Ivoire has launched EMY 101, an artificial intelligence–powered chatbot designed to improve access to public services and government information. Announced on March 15, 2026, the initiative is part of the country’s broader effort to modernize public administration and strengthen digital engagement between the state and its citizens.

EMY 101 functions as an intelligent conversational assistant that is directly accessible via WhatsApp and Messenger. Through this platform, citizens can quickly obtain reliable and up-to-date information on government activities, policies, and public services without needing to visit physical offices. The chatbot is positioned as a convenient tool to simplify interactions with government institutions.

The service enables users to stay informed about current government developments, access guidance on administrative procedures such as civil registration, taxation, and land services, and easily find contact details for various public institutions. In addition, it provides a channel for citizens to send alerts, feedback, or reports directly to the government, enhancing civic participation and responsiveness.

To use EMY 101, individuals simply need to save the official WhatsApp number, send a keyword such as “Emy” or “Emy 101,” and follow the guided instructions provided by the chatbot. The service also extends to Messenger through the government’s official account, ensuring broader accessibility across widely used digital platforms.

Overall, EMY 101 represents a significant step in Côte d’Ivoire’s digital transformation agenda, aiming to make public services more efficient, accessible, and user-friendly while fostering a closer connection between citizens and the government.
