Senegal Launches National Cloud Infrastructure to Power 2026 Summer Youth Olympics Digital Systems

Senegal has marked a major milestone in its digital transformation with the official reception of its national cloud infrastructure for the 2026 Summer Youth Olympics in Dakar. The announcement, made by the Ministère de la Communication et de l’Économie Numérique on March 24, 2026, highlights the country’s growing push toward digital sovereignty and technological independence.
The infrastructure will host critical applications for the upcoming Youth Olympic Games and is built on the Apsara Stack solution developed by Alibaba Cloud. Designed to ensure local storage of sensitive data, the platform combines high performance with strong security and compliance with international standards, positioning Senegal as a leader in secure digital infrastructure in the region.
The project stems from a strategic agreement signed in July 2025 in Hangzhou, following high-level engagements between Senegalese authorities and Chinese partners. It forms part of the government’s broader “New Technological Deal,” an initiative championed by President Bassirou Diomaye Faye to accelerate the country’s digital economy and strengthen national control over critical data systems.
Beyond its immediate role in supporting the Youth Olympics, the infrastructure is expected to serve as the foundation for a national public cloud accessible to both government institutions and private sector players. This broader vision aims to foster innovation, improve service delivery, and reduce reliance on foreign-hosted digital services.
The initiative also includes a strong capacity-building component. Plans are underway to train 200 cloud engineers, establish a Center of Technology Excellence, and support up to 1,000 young talents through programs delivered in partnership with Alibaba Cloud Academy. These efforts are intended to equip the next generation with advanced digital skills and create new opportunities within Senegal’s growing tech ecosystem.
