Mozambique Strengthens Digital Governance with Appointment of Adilson Gomes

Adilson Gomes brings more than two decades of experience in the information and communications technology sector, with a professional background strongly rooted in telecommunications regulation, digital infrastructure development, and cybersecurity.

The Council of Ministers of Mozambique has approved the appointment of Adilson dos Santos Cousin Gomes as the new Chairman of the Board of Directors of the Agency for Digital Transformation and Innovation (ATDI, IP). The decision, announced on 24 March by the Ministry of Communications and Digital Transformation,  reflects the government’s continued push to strengthen digital governance and modernize public administration systems.

Adilson Gomes brings more than two decades of experience in the information and communications technology sector, with a professional background strongly rooted in telecommunications regulation, digital infrastructure development, and cybersecurity. Much of his career was built at the National Institute of Communications of Mozambique, where he held senior positions overseeing key regulatory and operational functions within the country’s telecom ecosystem.

Throughout his career, Gomes has led and contributed to several strategic national initiatives, including systems for telecommunications traffic control, subscriber registration, and the strengthening of network security and integrity frameworks. He has also been involved in defining national ICT strategies and implementing digital transformation projects aimed at improving efficiency in public service delivery.

Among his notable contributions is his participation in the development of Mozambique’s National Cybersecurity Strategy, as well as involvement in major infrastructure and inclusion initiatives such as the “1000 Villages with Satellite TV” project. His experience also extends to cross-sector digitalization efforts in areas such as health, transport, public works, and agriculture.

Academically, Gomes holds a master’s degree in Business Management with a specialization in Information and Communication Technologies from the Polytechnic University of Madrid, alongside postgraduate qualifications in information systems management, data analysis, and cybersecurity. He also possesses international certifications in data protection, information security, and internet governance, and has experience in university-level teaching in computer networks, programming, and systems security.

His appointment comes at a time when Mozambique is intensifying efforts to accelerate digital transformation, enhance cybersecurity resilience, and improve interoperability across government systems, all seen as critical pillars for improving public service delivery and supporting national development.
