Angola Launches i.Lab to Accelerate Digital Transformation of Public Finance

i.Lab symbolizes the continuous commitment of public finance to use technology to make services more efficient, secure and closer to the needs of citizens.

The Ministry of Finance (MINFIN),  through the Public Finance Information and Communication Technologies Service (SETIC-FP) , presented i.Lab – Innovation Laboratory for Public Finance, a strategic initiative aimed at accelerating the digital transformation in the field of public finances in Angola.

i.Lab was born with the mission of experimenting, validating and scaling digital solutions, reinforcing the institutional capacity to innovate with method, reduce risks and generate real impact on public services.

“The digital transformation of public finance only makes sense when it generates real value. i.Lab allows you to test solutions, measure impact and scale what effectively improves services”, highlighted Maer Neto, Coordinator of the Innovation and Business Intelligence Unit during the launch.

During the event, a Proof of Concept (PoC) was presented focused on the introduction of qualified digital signatures in the Integrated Document Management System (SIGD), a platform developed internally by SETIC-FP to digitize the document management process in the Ministry of Finance. The solution allows to strengthen the authenticity and integrity of electronic documents, reduce manual validations and increase confidence in digital processes.

The President of Serpro, Wilton Mota, emphasized that innovation in the public sector must be intrinsically linked to the sovereignty of the State. The president stressed that “Innovation in the public sector is not just about technology, it is about sovereignty. We need environments like this i-Lab to experiment, make mistakes fast on a small scale and get it right accurately in delivering it to the citizen.” For him, the State needs to own its own digital destiny, which requires mastery over the orchestration of data and the elimination of external dependencies that may pose security risks.

With the launch of i.Lab, SETIC-FP reinforces its role in the digital transformation of public finances, promoting solutions that generate real value for society and improve the way services are provided to citizens.
