Nigeria Launches CLHEEAN App as UAE Models Inspire Digital Civic Engagement Push

The National Orientation Agency (NOA)  has launched the CLHEEAN Mobile App, a digital platform designed to enhance citizen engagement, improve access to government information, and strengthen participation in governance across Nigeria.

The Director-General of the National Orientation Agency, Mallam Lanre Issa-Onilu, said the initiative marks an important step in Nigeria’s democratic development by addressing long-standing gaps between citizens and government communication systems. He noted that the platform is intended to make governance more accessible, responsive, and inclusive.

The CLHEEAN Mobile App provides a unified system that allows citizens to access civic education materials, real-time government updates, and interactive engagement tools. It also features an AI-powered voice and chat assistant, as well as multilingual support in Hausa, Yoruba, and Igbo, aimed at improving accessibility for a wider population.

The agency explained that the platform is designed to promote participatory governance by enabling citizens to share feedback, report issues, and contribute ideas that can influence public decision-making processes. It also includes engagement features such as forums, quizzes, campus debates, and idea submission channels.

The initiative aligns with the Federal Government’s Renewed Hope Agenda, particularly its focus on transparency, accountability, and inclusive governance.

The NOA urged Nigerians to download and use the application, describing it as a tool to strengthen civic participation and improve trust between government and citizens. The CLHEEAN Mobile App is available for download on both iOS and Android devices.
