Guinea Advances SIMANDOU 2040 Projects, Plans New Submarine Cable and Media Upgrades
This agreement will facilitate the landing of a second submarine cable in Guinea, in line with the directives of President Mamadi Doumbouya, aimed at improving national and international internet connectivity.
The Cabinet Meeting of the Ministry of Communications, Digital Economy and Innovation (MCENI) , held on Monday, 27 April 2026, was chaired by the Minister and focused primarily on monitoring the progress of priority projects under the Simandou 2040 Programme. The meeting reviewed key developments aimed at accelerating the country’s digital transformation agenda.
The Minister, Mourana Soumah, highlighted positive momentum in the implementation of ongoing projects, particularly noting the recent launch of construction works for SIMANDOU TV, a thematic television channel, as well as the combined headquarters for FADEM, AGP, HOROYA, and Radio Rurale. He described these initiatives as important milestones in strengthening national media infrastructure and encouraged continued commitment to maintaining this progress.
He further instructed that renovation works for RTG 2 should commence without delay, stressing that the project is an urgent priority within the national broadcasting modernization strategy. The Minister emphasized the importance of ensuring that state media infrastructure is upgraded to meet current communication and technological standards.
On digital connectivity projects, the Minister welcomed the upcoming signing of a Memorandum of Understanding scheduled for 6 May between MCENI and its technical partner MEDUSA. This agreement will facilitate the landing of a second submarine cable in Guinea, in line with the directives of President Mamadi Doumbouya, aimed at improving national and international internet connectivity.
In the same area, the General Management of SOGEB reported progress in studies related to the expansion of the national backbone infrastructure, particularly efforts to double its capacity to support increasing digital demand.
The Cabinet also congratulated the Director-General of RTG for Guinea’s election as 3rd Vice-President of the Union of African Broadcasting (UAR). Recognition was also given to the Director-General for Innovation for the successful organization of the International Day of Girls in ICT. Additionally, the Minister welcomed the successful holding of the 27th annual review of Rural Radio Guinea in N’Zérékoré.
The meeting concluded with a presentation of university certifications obtained by heads of human resources divisions from the National School of Administration (ENA) of Guinea. The Minister encouraged continuous professional development, stronger performance culture, and sustained results across all departments.
