Senegal’s ARTP and Turkey’s BTK Sign MoU to Strengthen Digital and Telecom Cooperation

The agreement was concluded on the sidelines of the 2026 World Regulatory Symposium in Ankara, marking a significant step toward deepening digital collaboration between the two countries.

The Telecommunications and Post Regulatory Authority (ARTP)  of Senegal and the Information and Communication Technologies Authority (BTK) of Turkey have signed a Memorandum of Understanding aimed at strengthening cooperation in telecommunications, digital services, and postal regulation. The agreement was concluded on the sidelines of the 2026 World Regulatory Symposium in Ankara, marking a significant step toward deepening digital collaboration between the two countries.

The signing ceremony was presided over by the Director General of ARTP, Mr. Dahirou Thiam, and the President of BTK, Mr. Ömer Abdullah Karagözoglu. It was attended by several high-level dignitaries, including the Ambassador of Senegal to Turkey, H.E. Moustapha Sokhna Diop, as well as representatives from international telecommunications bodies and officials from both regulatory institutions.

The partnership comes at a time when regulators worldwide are grappling with rapid changes driven by emerging technologies such as satellite communications, the expansion of e-commerce, the growing importance of data in policymaking, and rising cybersecurity and cybercrime risks. In this context, both institutions emphasized the need for stronger, more collaborative regulatory approaches to keep pace with digital transformation.

Under the new agreement, ARTP and BTK will establish a structured framework for cooperation focused on sharing regulatory best practices, strengthening institutional capacity, and supporting innovation. The partnership will also promote collaboration in developing the startup ecosystem, improving consumer protection, and enhancing the overall digital experience for users in both countries.

The two regulators further committed to expanding technical training programs, expertise exchanges, and joint initiatives aimed at accelerating digital transformation. The MoU is expected to foster more inclusive, resilient, and sustainable development of the digital economy in Senegal and Turkey, while reinforcing long-term institutional ties between the two regulatory authorities.
