Rwanda Advances Digital Inclusion with Completion of KOICA-Funded ICT Project
The initiative recorded a 96.6% implementation rate and was described as a major milestone in Rwanda’s digital transformation efforts.
The Rwanda Information Society Authority (RISA), in collaboration with the Ministry of ICT & Innovation and the Korea International Cooperation Agency (KOICA), has held a Project Steering Committee meeting marking the successful closure of the KOICA-funded “Strengthening Digital Literacy Project.” The initiative recorded a 96.6% implementation rate and was described as a major milestone in Rwanda’s digital transformation efforts.
During the meeting, stakeholders reviewed the project’s key achievements and long-term impact on digital inclusion across the country. One of the most significant outcomes highlighted was the sharp increase in Rwanda’s digital literacy rate—from below 10% in 2017 to 75.2% in 2024—achieved largely through the Digital Ambassadors Program, which trained and deployed community-based digital literacy facilitators.
The project also supported the upgrading of five Service Access Points (SAPs) located in Kayonza, Gatsibo, Rutsiro, Burera, and Ruhango districts. These facilities have improved community access to smart devices and expanded access to e-government services, particularly in rural areas where digital access has traditionally been limited.
At the conclusion of the meeting, the participating institutions signed a handover report formally documenting the project’s achievements and outlining priorities for sustaining and building on the gains made in digital literacy and public digital service delivery across Rwanda.
