This will allow the company to replace copper in hotspot areas with fiber, and this will lead to a reduction in copper theft and vandalism, ensuring a more reliable service.

Telecom Namibia  officially signed a strategic partnership agreement with Demshi Investment Holdings (Pty) Ltd , marking a significant milestone in advancing Namibia’s digital infrastructure and enhancing broadband connectivity nationwide. And particularly, to roll out fiber in areas that are targeted by copper thieves and vandals. This will allow the company to replace copper in hotspot areas with fiber, and this will lead to a reduction in copper theft and vandalism, ensuring a more reliable service.

This collaboration forms part of Telecom Namibia’s 5-Year Integrated Strategic Business Plan, which focuses on improving customer experience through strategic partnerships.

Through this partnership, Telecom Namibia will leverage Demshi’s open-access fibre network to deliver high-speed internet services to residential and business customers. The initiative aligns with Telecom Namibia’s 2025/26 Annual Operating Plan, aimed at accelerating fibre rollout and digital transformation.

Telecom Namibia will utilise Demshi’s infrastructure to offer fibre-based internet packages, while Demshi will be responsible for network deployment, maintenance, and installation of passive fibre infrastructure.

“This partnership represents a strong alignment of vision and strategy between Telecom Namibia and Demshi. As we fast-track our fibre rollout, we are actively addressing the challenges of copper theft by transitioning to fibre infrastructure, particularly in high-risk areas. This collaboration will enable us to deliver advanced solutions such as Cloud PABX for businesses and seamless, high-speed connectivity for residential customers. We thank Demshi for their foresight, commitment, and continued drive to innovate alongside us.”

Dr Stanley Shanapinda, Chief Executive Officer, Telecom Namibia

“We are grateful to reach this important milestone and view this partnership as both timely and impactful. As an open-access network provider, Demshi remains neutral and does not compete with Internet Service Providers, ensuring fairness and inclusivity across the market. Our infrastructure is designed to empower connectivity and help narrow Namibia’s digital divide. We are humbled by Telecom Namibia’s trust and confident that this partnership will bring meaningful improvements to customers, especially in addressing challenges such as copper theft.”

Mr. Werner Shilunga, Managing Director, Demshi Investment Holdings

Under the agreement:

  • Telecom Namibia will pay monthly rental fees based on subscribed customer packages
  • Additional costs will include once-off installation, interconnection, and call-out services
  • Demshi, funded by the Government Institutions Pension Fund (GIPF), will operate as an open-access fibre infrastructure provider
  • This model enables customers to access reliable, high-speed internet through Telecom Namibia while benefiting from shared infrastructure efficiencies.
