ZICTA Assesses UASF ICT Projects to Expand Digital Inclusion Across Rural Zambia

The Zambia Information and Communications Technology Authority (ZICTA) has reported on its ongoing Board assessment tour of Universal Access and Service Fund (UASF) projects across Muchinga, Northern, and Luapula Provinces. The tour is focused on evaluating how ICT infrastructure projects are helping to bridge the connectivity gap in unserved and underserved communities, with the guiding message that improved network access can unlock opportunities for education, innovation, and development.
During the second day of the assessment, the delegation visited Chinsali Special School, where ZICTA had previously made an ICT donation in 2024. The support package included 15 desktop computers—five of which are equipped with JAWS screen-reading software for visually impaired users—along with a braille printer, a projector, a tablet, 10 headsets, a ream of braille paper, and internet connectivity. These resources were provided to enhance inclusive learning through assistive technologies.
The school currently has an enrolment of 768 learners, including 213 pupils living with disabilities. According to the report, the integration of ICT tools has significantly improved access to learning materials for differently abled students, ensuring they are not left behind in the digital education space. The initiative has also contributed to improved academic performance, with the school recording better pass rates between 2024 and 2025.
Overall, the assessment highlights the impact of the UASF programme in strengthening digital inclusion in Zambia. It also underscores ZICTA’s continued efforts to expand ICT access in rural and underserved areas, while promoting equal learning opportunities through technology-driven interventions.
