Ghana and UNDP Strengthen Partnership on Digital Transformation Projects
The discussions focused on expanding cooperation on flagship digital projects, the adoption of artificial intelligence in public service delivery, and broader support for Ghana's digital ecosystem.
Ghana’s Minister for Communication, Digital Technology and Innovations, Samuel Nartey George has reaffirmed the government’s commitment to building an inclusive digital ecosystem while strengthening collaboration with the United Nations Development Programme to accelerate the country’s digital transformation agenda.
During a meeting with the UNDP’s Ghana Representative, Niloy Banerjee, and his delegation, the minister said the government is using the UNESCO Readiness Assessment Methodology (RAM) to guide the implementation of key digital initiatives. He explained that the assessment has helped identify priority intervention areas while distinguishing projects that are ready for implementation from those requiring further development.
George also provided an update on plans to establish a national fintech fund, which will be aligned with Ghana’s forthcoming Innovation and Startup legislative framework. According to the minister, the proposed legislation will establish clear eligibility criteria for startups and innovators while providing a legal foundation for the fund to ensure its long-term sustainability and encourage greater private sector participation.
The discussions focused on expanding cooperation on flagship digital projects, the adoption of artificial intelligence in public service delivery, and broader support for Ghana’s digital ecosystem. Banerjee highlighted progress on three major initiatives: an Italian-supported digital flagship project, an MSME digital platform initiative, and a Japanese-backed artificial intelligence programme designed to enhance public services.
The UNDP representative also stressed the importance of increased government participation, including co-financing arrangements, to attract additional development partner funding and ensure the successful implementation of the flagship initiatives.
The meeting further explored plans for an AI and digital governance capacity-building programme for Ghana’s Civil Service. The initiative aims to strengthen institutional capacity and improve policy development in emerging technologies through multiple training cohorts, with a strong emphasis on gender inclusion.
The two sides also discussed digital infrastructure projects, including the proposed Digital Youth Village, as part of wider efforts to expand Ghana’s innovation ecosystem and strengthen the country’s digital economy.
