Zambia Reinforces Cybersecurity and Privacy Through Cyber Crimes Act

The Zambian government has called on citizens and public servants to strictly comply with the Cyber Crimes Act No. 4 of 2025, reaffirming that the legislation remains fully in force as a key component of the country’s legal framework for protecting privacy, strengthening cybersecurity, and promoting the responsible use of digital technologies.

In a statement issued by the Ministry of Information and Media,  the government said the enactment of the Cyber Crimes Act reflects its commitment to building a safe, secure, and trusted digital environment where technology supports communication, innovation, and national development while safeguarding the rights and freedoms of all citizens. It noted that as digital platforms continue to expand, users must also understand and uphold the legal responsibilities that accompany technological advancements.

The government expressed concern over what it described as the growing misuse of digital platforms through the unauthorized recording, publication, and distribution of private conversations and meetings without the knowledge or consent of those involved. It warned that such actions may constitute offences under the Cyber Crimes Act and could infringe on individuals’ privacy rights, damage reputations, spread misinformation, and undermine public confidence in the responsible use of digital technologies.

Citizens have been encouraged to familiarize themselves with the provisions of the law and exercise sound judgment before recording, sharing, or publishing private communications on digital platforms. Public servants were also reminded of their obligation to uphold the law, protect confidential information entrusted to them during the course of their duties, and consistently demonstrate professionalism, integrity, confidentiality, and accountability.

The Ministry further emphasized that the rule of law remains the cornerstone of a democratic society and that the Cyber Crimes Act applies equally to every individual without exception. It stated that where credible evidence of an alleged offence exists, law enforcement agencies have a statutory responsibility to act in accordance with the law, stressing that enforcement will be carried out fairly, impartially, and without fear or favour.

The government warned that deliberate violations of the Cyber Crimes Act or any other written law will attract the legal penalties prescribed under Zambian law. It also reminded citizens that ignorance of the law does not exempt anyone from responsibility, making it essential for all individuals to understand and comply with the legislation at all times.

Reaffirming its commitment to strengthening cybersecurity and protecting the rights of citizens, the government urged the public to respect the privacy of others, use digital platforms responsibly, and contribute to building a secure, lawful, and trusted digital environment that supports national development and benefits both present and future generations.
