Mozambique Launches Public IMEI Database to Combat Counterfeit Mobile Devices

Mozambique’s communications regulator, INCM (Instituto Nacional das Comunicações de Moçambique) , has launched a public IMEI database that allows consumers and industry stakeholders to verify the authenticity and registration status of mobile devices before purchase.
In a public notice, the regulator said the online platform provides access to the International Mobile Equipment Identity (IMEI) database for mobile phones and tablets. The service is available through the regulator’s official website and is intended for consumers, manufacturers, importers, retailers, telecommunications operators and other interested parties.
According to INCM, the initiative is designed to strengthen consumer protection by enabling users to confirm whether a device is genuine and properly registered before buying it. The regulator said the measure is also expected to help curb the circulation of counterfeit and illegally imported mobile devices in the national market.
The database is based on official records from the Global System for Mobile Communications Association (GSMA), the international organisation responsible for managing the global registry of IMEI numbers. Each IMEI serves as a unique identifier for a mobile device, allowing its legitimacy to be verified internationally.
INCM explained that if the information returned by the database matches the device, it indicates that the IMEI is associated with a genuine device registered with the GSMA. If the information does not match, the device could be counterfeit or improperly registered.
The regulator encouraged consumers to use the verification tool as a preventive measure, saying it will contribute to a more transparent, competitive and secure mobile device market. INCM added that the initiative reinforces its commitment to protecting consumers and ensuring access to information and communication technology products and services that meet recognised standards for quality, security and reliability.
