Egypt’s NTI and State Lawsuits Authority Partner to Advance AI and Digital Justice
The agreement was signed in the presence of Egypt’s Minister of Communications and Information Technology, Raafat Hindi, and Counselor Abdel Nasser Abu El-Azm Issa, President of the State Lawsuits Authority.
Egypt’s National Telecommunication Institute (NTI) and the State Lawsuits Authority have signed a cooperation protocol aimed at strengthening collaboration in digital transformation, artificial intelligence (AI), cybersecurity and digital capacity building.
The agreement was signed in the presence of Egypt’s Minister of Communications and Information Technology, Raafat Hindi, and Counselor Abdel Nasser Abu El-Azm Issa, President of the State Lawsuits Authority. It was signed by Ahmed Khattab, Director of NTI, and Counselor Ahmed Saad Abdel-Aty, Vice President of the State Lawsuits Authority and Head of its Judicial Studies, Training, International and Cultural Cooperation Centre.
Under the protocol, the two institutions will develop specialised training programmes for advisers and members of judicial bodies, with a focus on digital transformation, AI, cybersecurity and other emerging technologies. The partnership will also include technical and advisory support, drawing on NTI’s expertise in digital technologies.
A key component of the cooperation is the promotion of digital justice by improving judicial personnel’s understanding of technological developments and the challenges associated with AI applications, cybersecurity and digital transactions. The initiative is intended to strengthen the ability of judicial professionals to address emerging technology-related issues and digital cases.
Minister Raafat Hindi said the agreement forms part of the Ministry of Communications and Information Technology’s efforts to support government institutions in their digital transformation and digital capacity-building programmes. He said the cooperation would help the State Lawsuits Authority keep pace with rapid technological developments, particularly in AI, while improving institutional efficiency.
Counselor Abdel Nasser Abu El-Azm Issa said the protocol reflects the commitment of both sides to investing in human capacity and adapting to developments in technology and AI. He highlighted the first edition of the AI Ambassadors Programme, launched last year in cooperation with NTI, which trained State Lawsuits Authority advisers on AI applications and their potential use in the workplace.
The second cohort of the AI Ambassadors Programme has now been launched as part of the expanded cooperation. The programme seeks to build judicial professionals’ knowledge and practical skills in AI while promoting responsible and informed use of the technology within the judicial environment.
Ahmed Khattab, Director of NTI, said the institute would use its technical and training expertise to support State Lawsuits Authority advisers through specialised programmes covering AI, cybersecurity and digital transformation.
He added that the AI Ambassadors Programme goes beyond introducing participants to AI tools, instead focusing on developing a deeper understanding of the capabilities and limitations of the technology. This, he said, would help judicial professionals make informed decisions about AI applications in their work.
Counselor Ahmed Saad Abdel-Aty said the agreement would strengthen the partnership between NTI and the State Lawsuits Authority and support efforts to develop the digital skills of judicial advisers. He said the cooperation would include additional training programmes and joint activities in the coming period.
The protocol builds on the two institutions’ previous cooperation through the AI Ambassadors initiative. The latest agreement is expected to support successive cohorts and advanced levels of AI training, reinforcing Egypt’s efforts to develop digital capabilities across government institutions and prepare the judicial sector for the growing role of emerging technologies.
