Kenya Presents 2026 ICT and Digital Economy Budget Policy Statement to Parliament
The BPS sets a roadmap for ICT-driven economic growth in Kenya, signaling government commitment to building a robust, secure, and inclusive digital economy over the coming years.
The Ministry of Information, Communications & The Digital Economy KE presented its 2026 Budget Policy Statement (BPS) before the Departmental Committee on Communication and Innovation (CCI) on 17 February 2026. Eng. John Tanui, CBS, Principal Secretary for ICT and the Digital Economy, outlined key policies, proposed projects, and expenditure ceilings aimed at advancing Kenya’s digital transformation agenda. The session was chaired by John Kiarie, Member of Parliament for Dagoretti South.
Eng. Tanui highlighted the ministry’s objectives, which include improving ICT infrastructure and services, strengthening regulation of the ICT sector, enhancing service delivery, ensuring a secure and resilient cyberspace, and boosting data privacy across government and private systems. The presentation also emphasized alignment with Kenya’s broader digital strategies, including the Fourth Medium-Term Plan (MTP IV, 2023–2027), the Government and Digital Service Delivery Strategy, the Kenya National Digital Master Plan (2022–2032), and the Kenya Digital Economy Blueprint.
The BPS details proposed projects and their budget allocations, as well as programs and activities that fall outside the current expenditure ceilings. This information is intended to guide the ministry’s priorities and performance targets for the fiscal year. The 2026 BPS was formally tabled in the National Assembly of Kenya on 11 February 2026 and is now under review by the relevant parliamentary committees in line with Section 25(2) of the Public Finance Management Act, 2012, and Standing Order 232(5).
Eng. Tanui was accompanied by senior officials, including Jessy Kiveu Maruti (ICT Authority CEO), John Paul Okwiri (Konza Technopolis Development Authority CEO), Prof. Jennifer Khamasi, and Emmaculate Kassait, alongside other senior ministry officials.
