Oracle Opens Regional R&D Hub in Morocco to Boost Innovation
According to the ministry, Oracle's expansion of its research and development activities in Morocco is expected to create high-skilled jobs, strengthen the country's digital ecosystem and integrate Moroccan talent into global technology value chains, further positioning Morocco as a regional platform for technology design, development and innovation.
On 29 June 2026, Morocco reinforced its position as a regional technology and innovation hub with the official inauguration of Oracle ‘s Regional Research & Development (R&D) Office in Agadir. The ceremony was presided over by Prime Minister Aziz Akhannouch and attended by Amal El Fallah Seghrouchni, Minister Delegate for Digital Transition and Administration Reform, alongside senior government officials, regional authorities, the U.S. Ambassador to Morocco, Duke Buchan III, and Oracle Executive Vice President Simon de Montfort Walker.
The Moroccan government described Oracle’s investment as a strong vote of confidence in the country’s ability to attract high-value technology investments. Officials said the new R&D centre reflects Morocco’s growing reputation for innovation, research and development, while strengthening its appeal as a destination for global technology companies.
Speaking at the event, Minister Seghrouchni said Oracle’s decision to establish the facility in Agadir aligns with Morocco’s strategy of using digital technology to drive regional development. She noted that locating the centre in Agadir would bring innovation closer to universities, research institutions and employment hubs, fostering stronger collaboration between academia and industry.
The minister also highlighted Morocco’s broader digital transformation agenda, which is being pursued under the leadership of King Mohammed VI. She said the country’s strategy focuses on expanding digital infrastructure, developing a national artificial intelligence ecosystem, and investing in digital skills to support long-term economic growth and technological competitiveness.
